Officials have received five preliminary submissions for the project, which would include construction of a new $2.4 billion terminal alongside about $1.2 billion in infrastructure upgrades across the airport. Evaluating these initial proposals is the first step in a multi-stage process that will determine the final developer and scope of the work.
As the interstate agency that manages regional transportation assets, the Port Authority oversees five area airports, New York’s seaport facilities, and several major bridges and tunnels.
