Luxury Paris Hotel with City Views: New TOO Hotel Rooms

TOO Hotel, perched atop one of the tallest towers in Paris, opens this month with sky-high views and refined, contemporary design. Conceived by Philippe Starck, the hotel occupies the upper levels of one of the Tours Duo in the 13th arrondissement, delivering a distinct rooftop presence in the city.

Starck describes the concept as “a castle floating above Paris,” a space meant to evoke a sense of elevation and possibility. The design aims to amplify sensations—beauty, romance, creativity—by placing guests within a luminous environment that feels slightly removed from the everyday. At dusk the hotel’s high vantage offers sweeping perspectives across Paris and, in spirit, across other global cities as lights emerge.

Floor-to-ceiling windows and expansive mirrors ensure uninterrupted panoramas throughout the property. Spanning floors 17–24, TOO Hotel houses 139 rooms and suites designed to combine sky-inspired aesthetics with approachable luxury. Interiors favor soft, cloud-like creams and warm sunset oranges, creating a serene palette that echoes the surrounding skyline. Bathrooms feature broad sinks, sculptural lighting, deep tubs and rainfall showers, while carefully chosen furniture adds finishing touches of elegance and comfort.

The hotel’s dining anchor, TOO Restaurant, sits within a gold-ceilinged glass cube cantilevered above the building, offering diners dramatic views of Paris while they eat. Executive Chef Benjamin Six presents a menu that crosses culinary borders, balancing inventive signatures with globally inspired comfort — dishes range from fragrant chicken tajine to delicate lobster tempura and a smoky interpretation of shakshuka.

Opening soon, the rooftop bar will rank among the city’s highest at roughly 440 feet, where guests can enjoy cocktails and wine with panoramic cityscapes as a backdrop. The space combines live music and DJ performances with whimsical design touches influenced by Alice in Wonderland, creating an ethereal, after-dark atmosphere ideal for social evenings.

TOO Chill, the hotel’s spa, emphasizes natural materials and restorative treatments. The facility includes three treatment rooms, a glass-walled fitness area, a custom cedar wood sauna and a 10-person outdoor Jacuzzi located on the tree-lined 17th-floor terrace with views toward the Seine. The spa is designed for the exclusive use of hotel guests, offering a calm retreat high above the city.
