Dubai is preparing to unveil an ambitious new development: a temperature-controlled “city within a city” centered around what will be the world’s largest shopping mall. Planned as a major retail and hospitality landmark for Dubai’s 2020 Vision and Expo, the Mall of the World is designed to combine shopping, entertainment and medical tourism in a single, climate-controlled environment.
The project, developed by the Department of Tourism and Commerce Marketing, will be situated along Sheikh Zayed Road and is intended to strengthen Dubai’s position as a global destination for leisure, culture and commerce. Key elements include a large theme park, a dedicated theater district, roughly 100 hotels to accommodate visitors, and specialized facilities aimed at medical tourists. The development also features about four miles of pedestrian thoroughfares inspired by London’s Oxford Street, creating a recognizable and walkable shopping spine.
Sheikh Mohammed bin Rashid Al Maktoum, Dubai’s ruler, emphasized the strategic importance of expanding the emirate’s tourism infrastructure to meet rising demand: “The growth in family and retail tourism underpins the need to enhance Dubai’s tourism infrastructure as soon as possible. This project complements our plans to transform Dubai into a cultural, tourist and economic hub for the 2 billion people living in the region around us — and we are determined to achieve our vision.”
Mall of the World is expected to play a key role in Dubai’s broader visitor strategy. The development aims to help the city achieve an ambitious goal of doubling its annual number of visitors from around 10 million in 2012 to 20 million by 2020, supporting Dubai’s aim to become one of the world’s most visited cities.
The integrated complex will offer a mix of indoor and outdoor experiences, leveraging temperature control to ensure comfort year-round in Dubai’s hot climate. By concentrating retail, entertainment, hospitality and healthcare services in one accessible location, the project seeks to provide a seamless experience for families, tourists and international visitors seeking medical treatment.
Beyond its scale, the Mall of the World is notable for its urban design approach. The planned pedestrian avenues—modeled after well-known shopping streets—are intended to encourage strolling, window shopping and dining, while the theater district will bring performing arts and cultural programming into the heart of the development. With an emphasis on diversified attractions, the complex is positioned to appeal to a wide range of visitors, from shoppers and theatergoers to medical tourists and families seeking leisure activities.
As Dubai continues to develop its tourism infrastructure, projects like Mall of the World demonstrate a focus on integrated, large-scale destinations that combine convenience, entertainment and year-round comfort. By creating a purpose-built environment that addresses the local climate and global visitor expectations, the city aims to attract larger numbers of international travelers while enhancing the experience for residents and regional visitors alike.
