Tokyo Skyscrapers: Top Towers to Visit and Photograph

It may be surprising, but when Tokyo’s first true “skyscraper,” the 482-foot Kasumigaseki Building, opened in 1968 it became Japan’s tallest structure and captured national attention. Prior to its construction, the Building Standard Law limited structures to just 100 feet.

Today Tokyo is home to about 160 skyscrapers, and visitors can easily enjoy sweeping views across the city and into distant suburbs. On clear days those panoramas extend as far as Mount Fuji, roughly 60 miles away. Iconic observation points such as Tokyo Skytree (2,080 feet) and Tokyo Tower (1,092 feet) provide some of the most famous vistas of the capital. In addition, a variety of rooftop decks and mid-height observatories offer memorable perspectives—one example is the Asakusa Culture Tourist Information Center. Designed by renowned architect Kengo Kuma, its distinctive façade hides an eighth-floor café and observation deck with a clear view east across the Sumida River.

The striking Tokyo Metropolitan Government Building in Shinjuku is a three-structure complex anchored by Building No. 1, which features twin towers rising 48 stories and two observation decks about 663 feet above ground. Those decks are open to the public at no charge and include gift shops and cafés. The building also holds the distinction of being the tallest city hall in the world. Another excellent vantage point is Shibuya Scramble Square’s Shibuya Sky, a rooftop attraction that offers a 360-degree, open-air observation deck at about 755 feet; adult admission is ¥2,000 (around $17).

Tokyo’s skyline continues to evolve with numerous high-rise projects underway. One notable development is Torch Tower, rising near the north side of Tokyo Station. When completed in 2027, it is expected to reach approximately 1,280 feet, becoming the tallest building in Japan. These new additions, alongside long-established landmarks, ensure Tokyo remains a city of impressive vertical scale and countless opportunities for spectacular urban views.
